Here are some new icons - a few of them have the snow effect, and some have the rain effect. They are all SGA (and one of DH).

How does one do the snow (or the rain, for that matter)? Is there a tutorial somewhere?

Thanks! I used tutorials for them. They're actually pretty easy to make. The rain tutorial I followed is here (http://community.livejournal.com/icon_tutorial/1392692.html). There are a couple of different ways to make snow. The ones in that post are from this tutorial (http://yumei-k.livejournal.com/14115.html). Enjoy! :)
